Alexander Rossel

Chief Executive Officer

Alexander Rossel is the Chief Executive Officer and founder of Families Together of Orange County, transforming the organization from a small resource center into a multi-site Federally Qualified Health Center Look-Alike (FQHC-LAL) recognized for innovation and excellence in care. With a focus on expanding access to care, Alex has overseen Families Together’s growth into a multi-site health center offering 12 integrated specialties. This includes a full-service Radiology Center, expanded locations in Garden Grove and Fountain Valley, and mobile medical, dental, behavioral health, vision, and street medicine units that bring care directly into the community. Through strong partnerships with local cities and organizations such as CalOptima Health and the Salvation Army, Families Together has built a reputation as a trusted provider and advocate for community health. Guided by his vision of creating “An Oasis in the Healthcare Industry,” Alex is committed to ensuring patients receive high-quality, comprehensive, and compassionate care close to home.

Paul Ramos

Chief Financial Officer

Paul A. Ramos serves as Chief Financial Officer at Families Together, bringing a strategic and experienced approach to financial leadership. With a strong background in federally qualified health centers (FQHCs), he focuses on ensuring financial stability, transparency, and long-term sustainability. Paul has spent his career in the nonprofit sector, including serving as CFO for multiple FQHCs, where he has supported organizational growth while maintaining strong financial oversight and compliance with HRSA requirements. Known for aligning financial strategy with organizational goals, Paul has built strong relationships with partners, vendors, and healthcare leaders. He is a key member of the executive team, helping to position Families Together for continued growth and impact.

Dr. Lowell Gordon M.D, MBA

Chief Medical Officer

Dr. Lowell Gordon, MD, has specialized in Pediatrics and Internal Medicine for over 30 years. He received his medical degree from the University of Texas Southwestern Medical School in 1986 and is currently the Chief Medical Officer for Families Together of Orange County. Dr. Gordon has worked to establish the vital influences needed to achieve success in prepaid at-risk multilingual communities.

Dr. Zarina Khabibulina, MD

Medical Director

Zarina Khabibulina joined the Families Together of OC team in 2023 as Medical Director. With over 10 years of experience, she has provided care for diverse patient populations, including the elderly, adults, and women's health. Dr. Khabibulina emphasizes the importance of preventive medicine in promoting healthy wellbeing and reducing healthcare costs. She graduated from Chino Valley Medical Center, where she cared for underserved populations, fueling her desire to continue serving them at FTOC. In addition to clinical experience, Dr. Khabibulina has expertise in coding, denials management, and hospital medicine.

Christina Kelly

Director of Operations

With more than 20 years of leadership experience in healthcare administration, Christina Kelly is a highly accomplished Director of Operations specializing in medical clinic management, workers’ compensation, personal injury case management, and revenue cycle optimization. Throughout her career, she has successfully led large multi-location medical practices, streamlined operational systems, and implemented innovative strategies that significantly increase revenue while reducing overhead. Known for an “out-of-the-box” leadership style, Christina excels at solving complex operational challenges and building high-performing teams. Her expertise spans day-to-day clinic operations, human resources management, billing and collections, regulatory compliance, and strategic growth planning. She has a strong track record of developing efficient systems that improve workflow, maximize reimbursements, and enhance patient care delivery. Christina began her career in healthcare administration and later served as CEO of her own Billing company, where they designed and implemented business strategies, negotiated provider contracts, and managed billing operations. She holds a certification in Claims Examination, Office Management, Human Resources, and Workers’ Compensation Bill Review, and is a member of the Society for Human Resource Management (SHRM). With a deep understanding of the healthcare industry and a commitment to operational excellence, Christina Kelly continues to drive innovation, efficiency, and growth in the medical practices she leads.

Yvette Visconte, LCSW

Clinical Director of Mental Health

Ms. Visconte is a licensed clinical social worker (LCSW) who practices at the Families Together of Orange County (FTOC) Tustin location. She has been serving the community as a Social Worker since 2008, with a focus on helping individuals and families heal from trauma. She earned her Master of Social Work from the University of Southern California and now serves as the Clinical Director of Mental Health at FTOC, where she has helped build an integrated care model uniting medical and behavioral health services since 2020. Bilingual in English and Spanish, Ms. Visconte is passionate about fostering a welcoming, supportive environment where patients and staff feel safe, respected, and cared for.

Dr. David Ciminski

Optometry Director

Dr. David Ciminski has been practicing optometry for over 33 years and has built his career throughout Southern California, most notably with stints at the Anaheim Ducks and the Angels baseball team. Dr. Ciminski holds a Doctorate in Optometry and completed his residency at the UCLA David Geffen School of Medicine.

Marlene Oble

Director of Dental and Vision Operations

Marlene joined Families Together of Orange County in 2010, when the organization operated a small dental office with just three operatories. Over the years, she has played an integral role in FTOC’s growth and, since 2018, has served as the Director of Dental & Vision Operations. In this role, Marlene oversees the daily operations of the dental and vision departments across multiple locations, ensuring high-quality care, regulatory compliance, and an exceptional patient experience. With a strong background in healthcare management, she is committed to expanding access to services, developing and supporting staff, and driving the continued growth of FTOC’s mission to serve the community with heart and purpose.

Dr. Don Vu

Associate Dental Director

Dr. Don Vu, a graduate of USC Dental in 2005, currently practices dentistry at FTOC’s Tustin location. Beyond his professional endeavors, he finds fulfillment in cooking, enjoying family time, and indulging in his passion for movies.

Manuel Cabrera

Director of Human Resources

Manny Cabrera brings over 18 years of healthcare experience, including more than a decade in behavioral health with significant leadership responsibilities. Since joining Families Together of Orange County in 2018, he has advanced through key positions and contributed seven years of dedicated service to the community via the FQHC space. As Director of Human Resources, Manny oversees the organization’s Human Resources, Credentialing, and Recruiting functions, ensuring compliance, employee support, and the effective acquisition and retention of top healthcare talent. His broad expertise and strategic leadership continue to strengthen FTOC’s workforce and mission-driven culture.

Cassandra Rossel

Director, Head of Communications

Cassandra Rossel leads Communications at Families Together of Orange County, where she oversees marketing, public relations, partnerships, government affairs, community engagement, and patient experience initiatives. With more than a decade of experience in communications and brand development, she has helped shape Families Together’s identity as a trusted provider of comprehensive, compassionate care. Cassandra has been instrumental in expanding the organization’s visibility and impact across Orange County, developing strategic partnerships, and leading initiatives that highlight Families Together’s innovative programs. Passionate about advancing community health, Cassandra is dedicated to building trust and connection between health centers and the communities they serve, ensuring that every patient feels valued, supported, and empowered in their care.

Dr. Sue Lalla-Reddy

Associate Medical Director of Infectious Diseases

Dr Sue Lalla Reddy is an Infectious Disease and HIV Specialist for over 30 years. She trained at St Lukes Roosevelt Hospital, Manhattan and is currently the Medical Director of the HIV/ID clinic for Families Together of OC in Fountain Valley. She wanted to transition from private practice to be able to focus her time on the underserved population. She specializes in HIV, STD, PREP and communicable disease management. She is certified in wound care and participates in HIV clinical trials as a Principal Investigator. She is a Delegate Member of the OCMA, Civil Surgeon for Immigration Services, Health Plan Chief Medical Officer and serves on Hospital Bioethics, Bylaws Pharmacy and Therapeutic Committees. She also specializes in Botox, Facial Fillers and other Cosmetic Services In her free time, she and her family travel together as a team with nonprofit organizations to serve the underserved, internationally She is fluent in English, Hindi, and Sindhi

Helena Brown

Director of Patient Support Services

Helena is a healthcare leader with 13+ years of experience improving patient access, care coordination, and operational efficiency. As Director of Patient Support Services at Families Together of Orange County, she oversees the Contact Center, Referrals, Wellness, and Transportation services—helping patients overcome barriers and connect with the care they need. Passionate about equity and patient-centered solutions, Helena is known for building strong teams, streamlining systems, and driving meaningful results that strengthen both patient outcomes and community health.
